Hallo zusammen,

wir möchten Euch alle recht herzlich zum nächsten dissent+x-Treffen nach Bremen einladen. Das Treffen wird am Freitag, 19. Januar 2007 um 17.00 Uhr beginnen und bis zum Sonntag, 21. Januar 2007 um 14.00 Uhr dauern. Näheres zum geplanten Ablauf, zu den bisher angekündigten Arbeitsgruppen und allem anderen findet Ihr weiter unten. Bevor wir aber zu den eher technischen Dingen kommen, möchten wir als Bremer Anti-G8-Plenum bzw. als GastgeberInnen Euch ganz kurz vorstellen, was aus unserer Sicht die aktuell dringendsten Punkte sind, über die wir im Januar diskutieren könnten und unserer Meinung nach auch sollten. Wir wollen damit der Tagesordnung, die ja bekanntlich erst am Freitagabend auf dem Auftaktplenum festgelegt wird, nicht allzu sehr vorgreifen, wollen aber hier schon mal ganz knapp vorstellen, welche Punkte nach unserem derzeitigen Eindruck von den geführten Diskussionen für das Januartreffen offenbar eine größere Bedeutung haben könnten.

Wir wollen uns in dieser Einladung ersparen, den bisherigen Stand der einzelnen Diskussionsstränge noch einmal zusammen zu fassen - wer's nachlesen möchte, sollte die vorhandenen Protokolle des letzten Treffens in Osnabrück noch einmal lesen. Bis zum G8-Gipfel 2007 in Heiligendamm sind es nur noch wenig mehr als 4 Monate, wenn wir uns hier in Bremen treffen. Seit dem letzten dissent+x-Treffen in Osnabrück sind einige Sachen vorwärts gekommen, andere sind nach unserem Stand unverändert offen. Da der Gipfel nun aber zeitlich doch immer näher rückt, stehen nach unserer Einschätzung auf jeden Fall folgende Punkte an, die im Plenum diskutiert werden sollten bzw. für die die Diskussionen aus den AGs eingebracht und zusammengeführt werden sollten (ohne Anspruch auf Vollständigkeit):

Die Frage nach einem oder mehreren Camps, spektrenübergreifend oder nicht, sowie die Frage, wie es überhaupt mit Plätzen aussieht ist zu klären, ebenso wie die Frage: was tun, wenn es keine Plätze gibt bzw. vorher keine feststehen (erkämpfen/besetzen, wo, wie und wann).
Auch sollte das dissent+x-Treffen sich zu den Planungen für die Auftakt-Demo, insbesondere aber auch zu den Planungen für die Donnerstag-Demo verständigen.
Daran hängt aus unserer Sicht auch die Frage nach dem Verhältnis bzw. der Beteiligung von dissent+x am allgemeinen Hannoveraner G8-Koordinierungskreis bzw. dem G8-Ko-Kreis.
Weitere wesentliche Punkte, die im Plenum behandelt und diskutiert werden sollten, sind die Themen dezentrale Aktionen/Blockaden, Mobilisierung und Vorfeldaktionen und die internationale Mobilisierung.
Soweit erst einmal die Mischung aus unseren Vorschlägen und Eindrücken von den aktuellen Diskussionen und Diskussionswünschen. Zu den AGs weiter unten mehr.

Das dissent+x-Treffen in Bremen wird also am Freitag, 19. Januar 2007 ab 17.00 Uhr bzw. ab 20.00 Uhr (Auftaktplenum) beginnen.
Der Ort fürs Ankommen am Freitag und fürs Auftaktplenum werden die Räume der "Spedition" im Bremer Güterbahnhof sein.

Kurze Beschreibung der Anreise:

mit der Bahn:
Ihr geht aus dem Hauptbahnhof raus Richtung Innenstadt/Zentrum. Sobald Ihr das Bahnhofsgebäude verlassen habt, geht Ihr nach rechts und dann immer geradeaus (ca. 600 m), wobei Ihr zwischen dem Überseemuseum und den Bahnhofsgebäuden durchgeht und einen beschrankten Bahnübergang überquert. Sobald Ihr die Bahngleise überquert habt (und noch ca. 100 m weiter gegangen seid), habt Ihr links und rechts langgestreckte, nicht allzu hohe Lagergebäude mit Laderampen. Unseren Plenumsort (und Infopunkt bzw. Menschen, die Euch Infos geben und Fragen beantworten können) findet Ihr dort auf der linken Seite.

mit dem Auto
Am Bremer Kreuz fahrt Ihr auf die A 27 Richtung Bremerhaven und verlasst die Autobahn an der 2. Abfahrt "Bremen Vahr". Ab da fahrt Ihr erst einmal immer Richtung "Zentrum" bzw. später "Hauptbahnhof" und zwar über die folgenden Strassen:
"Richard-Boljahn-Allee"
(die heißt später:) "Kurfürsten Allee"
(am Ende der "Kurfürsten Allee" fahrt Ihr nach links in die)
"Schwachhauser Heerstrasse"
(die fahrt Ihr weiter bis ans Ende bzw. bis ca. 100 m nach einer Bahnunterführung, dann nach rechts in:) "Außer der Schleifmühle"
(bis zur nächsten Kreuzung, dann heißt diese Strasse)
"An der Weide"
Am Ende der Strasse "An der Weide" seht Ihr schräg rechts vorn schon den Hauptbahnhof. Ihr biegt aber links ab, fahrt ca. 50 m , biegt dann wieder rechts ab in den "Breitenweg": Diesen fahrt Ihr ca. 400 - 500 m und biegt hinter dem Cinemaxx-Kino rechts rein. Nun fahrt Ihr noch ca. 150 m und biegt dann (geraudeaus gehts eh nicht weiter) nach links ab und fahrt über einen beschrankten Bahnübergang. Nun parkt Ihr und seid da (genaue Beschreibung ab hier siehe Anfahrt mit der Bahn). Wir wissen aber nicht genau, ob oder besser wann mensch auf dem Gelände umsonst parken kann. Wenns nicht geht, müßtet Ihr Euch halt in der Nähe einen anderen Parkplatz suchen bzw. die Menschen am Infopunkt nach Möglichkeiten fragen.

Der Infopunkt in der "Spedition " (Güterbahnhof) wird am Freitag ab 17.00 Uhr besetzt sein. Dort bekommt Ihr alle wichtigen Infos zur Lage der AG-Räume, der VoKü, Pennplätzen usw.
In den nächsten Tagen werden wir Euch noch eine Aktualisierung der Einladung schicken, in der dann auch der Ort des Infopunktes am Samstag, Ort und Zeiten des Cafes usw. drinstehen werden.

Wenn Ihr Leute in Bremen kennt, fragt doch bitte schon mal selbst nach einem Pennplatz. Mitbringen solltet Ihr auf jeden Fall Schlafsäcke und Isomatten und (wenn's geht) auch Geschirr. Auch solltet Ihr euch im Vorfeld schon einmal überlegen, wann und wo das nächste dissent+x-Treffen stattfinden soll, damit wir beim Bremer Treffen nicht erst mit den Überlegungen und Nachfragen beginnen müssen.

Flammender Protest

Brandanschlag auf McDonald's-Filiale. Linksextreme machen mobil gegen Weltwirtschaftsgipfel
Linksextremisten haben in der Nacht zu Sonnabend einen Brandanschlag auf eine McDonald's-Filiale in Marzahn verübt. Sie warfen einen Molotowcocktail in das Schnellrestaurant, der Lagerraum brannte vollständig aus. Passanten sahen die Flammen und alarmierten die Feuerwehr, diese konnte ein Übergreifen auf den eigentlichen Gaststättenbereich verhindern. Menschen wurden nicht verletzt, da die Filiale nachts um 4.30 Uhr geschlossen war. An die Fassade des Gebäudes in der Bitterfelder Straße schmierten die Täter "McDonalds killt" sowie "Smash Capitalism", zudem hinterließen sie das Symbol für Anarchie, das große A im Kreis. Der für politische Delikte zuständige Staatsschutz ermittelt.

Obwohl bislang kein Bekennerschreiben einging, hält die Polizei einen Zusammenhang mit dem im Juni stattfindenden G-8-Gipfel in Heiligendamm für wahrscheinlich. Darauf lasse schon der Schriftzug mit der Kapitalismuskritik schließen. Die amerikanische Schnellrestaurant- Kette ist in der militanten Linken eins der verhasstesten Symbole des globalen Kapitalismus, mehrfach hatte es in der Vergangenheit weltweit Anschläge auf Filialen gegeben. In Berlin soll aber auch das Kempinski am Kurfürstendamm zu den gefährdeten Objekten gehören, da dass Treffen in Heiligendamm im dortigen Haus der Hotelkette stattfindet. Weit über 10 000 Polizisten sollen das Seebad in eine Festung verwandeln, bis zu 100 000 Demonstranten werden erwartet.

Bereits im Dezember, nach dem Anschlag auf den Hamburger Finanzstaatssekretär Thomas Mirow, hatten Verfassungsschutz und Bundeskriminalamt vor weiteren Anschlägen gegen den G-8-Gipfel gewarnt. Seit Mitte 2005 gebe es eine steigende Tendenz zu Anschlägen, hieß es gestern beim Berliner Verfassungsschutz. Neu sei für die militante Linke, dass erstmals unterschiedliche Gruppen durch Anschläge zu einem Thema, nämlich gegen den Gipfel aufgefallen seien. Schwerpunkte seien Norddeutschland und Berlin gewesen. Keine Erkenntnisse gebe es darüber, ob und wie stark diese Gruppen vernetzt seien. In Berlin gibt es nach Angaben des Verfassungsschutzes 1225 "gewaltbereite aktionsorientierte Linksextremisten". Die vom Verfassungsschutz als "mobilisierungsstark" eingestufte Gruppe Antifaschistische Linke Berlin (ALB) engagiert sich gegen den Weltwirtschaftsgipfel.

Unklar ist, inwieweit die Gewaltbereiten den 1. Mai in Berlin und die beiden Vorbereitungstreffen zum G-8-Gipfel in Brandenburg Mitte Mai zu Aktionen nutzen werden. Wie berichtet, treffen sich Mitte Mai die Finanzminister der G8 in Petzow und Ende Mai die Außenminister in Potsdam. Möglich sei, dass es im Umfeld dort Anschläge geben werde, quasi als Aufwärmübung, möglich sei aber auch, dass die Militanten ihre Energie auf Heiligendamm konzentrieren werden. Darüber sei eine Aussage noch zu früh, hieß es, dies sei Kaffeesatzleserei. In diesem Jahr blickt die Polizei ohnehin gespannt auf den 1. Mai, da sich in diesem Jahr die Krawalle zum 20. Mal jähren. 1987 hatte es erstmals Unruhen gegeben in Kreuzberg.

Unter besonderer Beobachtung dürfte an diesem Wochenende ein Gipfel-Vorbereitungstreffen der linken Szene stehen, das in Neukölln stattfindet. Ha

Für G8-Treffen fallen weitere Gebäude

Die ehemalige Post, Garagen, das Haus "Tabea" und das einstige Wohnheim der Fachhochschule werden wie die Villa "Perle" bis zum Beginn des Weltwirtschaftsgipfels abgerissen.

Heiligendamm Für den Weltwirtschaftsgipfel in Heiligendamm werden in den kommenden Wochen weitere Gebäude abgerissen. Außer der Villa "Perle" - sie gehört neben den Häusern "Möwe" und "Schwan" zu den drei Villen der so genannten Perlenkette, die abgerissen werden dürfen - werden die Post samt Garagen in der Prof.-Dr.-Vogel-Straße sowie das Haus "Tabea" und das ehemalige Wohnheim der Fachhochschule in der Kühlungsborner Straße dem Abrissbagger zum Opfer fallen. Das teilte gestern die Entwicklungscompagnie Heiligendamm (ECH) mit.
Während die Villa "Perle" im Zusammenhang mit dem G8-Gipfel fallen wird, erfolgt der Abriss der beiden anderen Villen erst bei Sanierung der gesamten Perlenkette. Die Villa "Perle" habe ihren mediterranen Charakter durch verschiedene Umbauten in der Vergangenheit verloren. Nach Wiederaufbau des Gebäudes soll das Haus seinen einstigen Charme entfalten. Wann allerdings der Wiederaufbau über die Bühne gehe, wollte ECH-Projektentwickler Michael Giersberg nicht terminieren. "Eine Zeitschiene ist nicht zu benennen." Da könnten auch schon mal drei Jahre ins Land ziehen.
Der Abriss der "Perle" erfolge auf Wunsch der Bundesregierung, heißt es seitens der ECH. Nach Abstimmung mit dem Landesamt für Denkmalschutz, der Deutschen Stiftung Denkmalschutz sowie Restauratoren, Architekten und Planern könne dem Abriss zugestimmt werden, da die desolate Bausubstanz eine Restaurierung nicht mehr zulasse. Der Wiederaufbau im alten Erscheinungsbild nach historischen Vorlagen sei schon beschlossene Sache, heißt es seitens der Entwicklungscompagnie.
Der Abriss der Gebäude in der Prof.-Dr.-Vogel-Straße und der Kühlungsborner Straße stehen letztendlich im Zusammenhang mit dem Gesamtkonzept für Heiligendamm, erläutert Michael Giersberg. So sollen an der Kühlungsborner Straße unter anderem Eigentumswohnungen und eine Tiefgarage entstehen. Vorstellbar sei es außerdem, in hinteren Bereichen der Areale Gewerbe anzusiedeln.
Die heutige Villa "Perle" entstand als "Neues Logierhaus" im Jahr 1845, um dem Ansturm der Badegäste gerecht zu werden. Vom Großherzog Friedrich Franz wurde das Gebäude später in "Perle" umbenannt. Die Tochter des Großherzogs feierte 1874 ihre Hochzeit mit dem Großfürsten Wladimir von Russland in Heiligendamm. Dabei bezogen sie Quartier in einem neuen Anbau an die Villa "Perle". Dieser Anbau hieß anschließend "Großfürstin Maria".

Vorbereitungen zum G8 Treffen - Findling wird verückt

Für das Treffen der Staatsoberhäupter der acht bedeutendsten Wirtschaftsnationen wird die Villa "Perle" abgerissen. Das Gebäude ist eines von dreien der so genannten Perlenkette, die der Abrissbirne zum Opfer fallen dürfen. Die Villa würde nach dem Treffen wieder aufgebaut werden, so Fundus-Pressesprecher Johannes Beermann.
An der Stelle des maroden Hauses direkt am Seebrückenvorplatz soll für das Gipfeltreffen ein Kamerastandort entstehen. Dabei handele es sich um eine Gerüstkonstruktion, auf der sich die Fernseh-Teams postieren könnten.
Der Findling allerdings würde genau zwischen Kamerastandort und Kurhaus liegen, sollte er nicht verrückt werden. Dies sei verschiedenen Sendern während einer Besichtigung der örtlichen Gegebenheiten aufgefallen. Der Wunsch, den Findling zu entfernen, sei von einzelnen Sendeanstalten geäußert worden.

G8: Angst vor Randalierern

4,5 Millionen Euro erhalten die Kreise Doberan und Güstrow sowie Rostock zur Sicherung des G8-Gipfels vom Land. Aber wer zahlt für Vandalismus-Schäden?
Schwerin (OZ) Das Land lässt sich fünf Monate vor dem G8-Gipfel in Heiligendamm nicht lumpen: 4,5 Millionen Euro stellt Mecklenburg-Vorpommern den Landkreisen Bad Doberan und Güstrow sowie der Hansestadt Rostock zur Absicherung des Weltwirtschaftsgipfels zur Verfügung. Das Geld dient der sogenannten nichtpolizeilichen Gefahrenabwehr. Dazu zählen insbesondere der Brand- und Katastrophenschutz, das Rettungswesen sowie medizinische Notfall-Versorgung.
Innenminister Lorenz Caffier (CDU) unterzeichnete gestern mit Rostocks Oberbürgermeister Roland Methling (parteilos) sowie den Landräten Thomas-Jörg Leuchert (Bad Doberan) und Lutz da Cunha (Güstrow) eine entsprechende Verwaltungsvereinbarung.
Alle Vertragspartner zeigten sich im Anschluss zufrieden. "Wir beklagen uns nicht. Wir sind uns unserer Verantwortung für das Gelingen des Gipfels bewusst", sagte Leuchert. Von den 4,5 Millionen Euro erhält Rostock 2,52 Millionen Euro, Bad Doberan 980 000 Euro und Güstrow eine Million Euro. 3,1 Millionen Euro entfallen auf Personalkosten, 400 000 Euro auf technische Ausstattung sowie eine Million Euro auf den Ausbau der integrierten Leitzentrale in Rostock.
Außerdem erhalten die Kommunen für die Zeit des G8-Gipfels kostenlos Zugang zum BOS-Digitalfunk der Polizei. Bei den Personalkosten schlage vor allem der zu zahlende Verdienstausfall für ehrenamtliche Helfer zu Buche, so Caffier.
Einen Pferdefuß hat der Vertrag aber doch: Nicht abgedeckt sind laut Methling die Kosten für mögliche Vandalismus-Schäden. Während des umstrittenen Treffens der acht mächtigsten Regierungschefs der Welt werden 100 000 teils militante Demonstranten aus aller Welt erwartet. Die Kosten aufgrund von möglichen Ausschreitungen könnten zu einem Fass ohne Boden werden. Bei vorangegangenen Gipfeln, wie in Seattle (2000) oder Genua (2001), war es zum Teil zu massiven Verwüstungen mit Plünderungen und brennenden Straßenbarrikaden gekommen. Methling: "Wie hoch die durch Vandalismus entstehenden Kosten genau werden, können wir nur schätzen. Wir rechnen aber mit mehreren Millionen Euro."
Zwar signalisierte Caffier den drei Verwaltungsspitzen mit Blick auf mögliche zusätzliche Kosten Gesprächsbereitschaft. Methling sagte jedoch der OZ: "Zwischen einem Gespräch und der tatsächlichen Übernahme von Kosten liegt bekanntlich ein Unterschied."
Nach Angaben des Innenministeriums sind die seit gestern verbindlich zugesagten Mittel in den laufenden Haushalt bereits eingestellt. Klartext: Die 4,5 Millionen Euro sind in der bislang veranschlagten Gesamtsumme von 92 Millionen Euro für die Sicherheitsmaßnahmen enthalten.

G8 Summit 2007 in Heiligendamm

The area of Heiligendamm and its surroundings will be divided into two security zones.
* The inner cordon comprises the grounds of the Grand Hotel Kempinski and is within the jurisdiction of the Federal Office of Criminal Investigation. Residents of Heiligendamm will not be allowed to enter this zone. The implementation of this zone will be short before the start of the Summit.
* The outer cordon will be a security fence, erected and maintained by the police. The fence will be situated on state property. Private estates will only be touched as minimal as possible. Within the next weeks police officers will get in touch with the land owners concerned to find solutions for the use of their property.
The exact course of the fence is to be seen here:

The start of the erection campaign will be on 2 January 2007, finish is planned for 1 May 2007.
The above mentioned zones will be implemented after having finished the construction work.
Safety precautions within the cordon will be limited to an indispensable extend. Those who will be authorized to enter the zones will be listed and provided with access passes.
Authorized persons will be: residents of the Ostseebad Heiligendamm, owners and users of the premises within the cordon, businesses, employees, emergency and nursing services , registered visitors and guests as well as other people concerned.

There will be two check points for entering the outer cordon.
* Checkpoint "Rennbahn" is situated in the parking area by the race course. At this checkpoint only pedestrians may pass. Vehicles are to be parked at the site. There will be no public transport within the cordon. Therefore the police will provide shuttle transport.
* Checkpoint " Hinter Bollhagen" is situated by the Road 12 on an area near the waterworks. This checkpoint can be passed with vehicles. During the days of the security operation searches of the vehicles will be necessary. Therefore you should be prepared for longer waiting periods.

Who will be responsible for the security during the G8 Summit?
There will be three forces to provide security - the Federal Police M-V, supported by police officers from different States of Germany, the Federal Police and the Federal Office of Criminal Investigation. Their jurisdiction is divided into different areas, according to local and factual states of affairs. However, there will be close co-operation.

Will there be special security zones around the venue?
Yes , there will be a fence around Heiligendamm. Its length will come to ca.12-13 km.
Only authorized persons will be allowed to enter this outer cordon.
The grounds of the Grand Hotel Kempinski will be the boundaries of the inner cordon.
Access to this area will not be possible for residents.
Around Heiligendamm there will not be any other places concerned.

Will the Molli-train run between Kühlungsborn and Bad Doberan during the Summit? Will there be a stop in Heiligendamm?
Train service for the public will not be provided during the time of the Summit.

Which restrictions to traffic are planned?
The traffic management scheme has not been finished by now. So, at the moment, we cannot give any statement .

Where will traffic restrictions apply?
There will probably occur restrictions in the towns around Heiligendamm (Kühlungsborn, Bad Doberan). There might be as well restrictions within the Hanseatic City of Rostock and around Laage airport.

Will there be restrictions concerning the air traffic at Laage airport?
There will be restrictions which cannot be defined at the moment.

Will there be restrictions for maritime traffic on the Baltic Sea?
There will be security zones at sea. Their extend and range has not been decided yet.

Where will occur restrictions according to protests?
The Hanseatic City of Rostock has already received applications for demonstrations.
It has not been decided yet which of them will take place and which locations will be concerned.

Who will be liable for possible damage to private and municipal property owing to the G8 Summit, e.g. caused by protesters?
Basically the causation principle applies. The responsible party has to pay for the damage, which includes bodily harm as well as damage to property. Claims according to civil law have to be sued. Police and justice are preparing for prompt legal proceedings against potential troublemakers and offenders.

Will there be special protection for certain shops against the background of the expected protests?
It's the task of the police to take protective measures for public safety and order.
In case of any disturbance or breaches of the law, the police will take effective and appropriate action.

Will commuters be allowed to go about their daily business and enter and leave Bad Doberan without problems?
Commuters will have access to the town of Bad Doberan. However, restrictions and checkpoints are to be expected.

Around Heiligendamm restrictions due to checkpoints, road closures and transportation of police units have to be expected.
In case of restrictions, who will be liable for compensation of losses?
According to German law restrictions have to be accepted in principle. The protection of public safety and order regarding a safe and secure summit are the main priority.
Claims for compensation are only justified in special cases. Such cases would involve sovereign encroachment on somebody´s live, health or personal freedom.

Who is an entitled person and how are these seized?
Entitled are inhabitants of the Baltic Sea bath Heiligendamm as well as owners and users of possessing properties within the outside safety shut-off position possess. The building of the fence is to take place in the time from January to May 2007. First control measures should be expected aftercompletion, which will be intensified in the course of the time. Access controls into the range of the outside security zone begin after current planning conditions at the latest at the weekend before the summit.

Do motor vehicles have to be removed for the time of the summit in Heiligendamm from public places, roads and ways?
There will be ranges, in which for the time of the summit no motor vehicles are allowed. These ranges are however not yet accurately specified.

Can I drive with my private passenger car?
If you belong to the right circle of entitled persons. They must be open for controls and searches. Due to this issue the police recommends you to use the large parking lot at the racecourse. A shuttle oscillates - to traffic up to the locality Heiligendamm

Where are entrance possibilities and boards of control situated?
First board of control (course) is the parking lot range of the area of the gallopprace course. This range is passable by foot or with the bicycle, motor vehicles can locally be parked. A shuttle for you oscillates between the locality and the board of control. Within the outside security zone there will be no public suburban traffic. Second board of control is situated by the locality Hinter Bollhagen at the Landesstrasse 12. The board of control is passable with vehicles. However longer control times should be expected. Reasons for this are necessary searches of vehicles and persons.

What is when short term changes concerning the private occupations of the state guests occur ? (Riding a bicycle or Jogging)
Then temporal restrictions can result in a short term blockage . We would inform the citizens about it.in case of knowing it in advance .Be prepared to accept the fact that while driving "bumper to bumper" property access could be closed for a short time and shuttle traffic does not take place in this time.

Do bicycles,baby carriages or other mobile articles have to be removed from public places and ways?
There will be ranges where these should be removed. These ranges have not been designated .

Will the Molli operate between Kühlungsborn and Bad Doberan with stop in Heiligendamm during the summit?
The Molli is not at the disposal to course for the public during the summit .

Which traffic restrictions will be applied?
There is still no appropriate traffic concept , no statements can be made .

Where will traffic restrictions apply?
There will probably occur restrictions in the towns around Heiligendamm (Kühlungsborn, Bad Doberan). There might be as well restrictions within the Hanseatic City of Rostock and around Laage airport.

Can Hoteliers, pension owners, owners of vacation homes provide reservations, which refer to the period of the summit and that are now inquired and booked?
Yes, but it must be focused on the fact that persons, who make reservations for the meeting period must expect strong restrictions. Nevertheless promptly firm reservations can be made.

How is the situation with the basket chairs ? How does it stand with a bath prohibition?
Bath prohibition will be within the range of Heiligendamm. Exact times are still open, in the time of the G8 of summit setting up of basket chairs will be not possible.

Are there impairments for my business (trade) concern?
We want to inform the citizens not at short notice but on a long-term basis. We want to remain constant in contact and solve problems together. It is not yet regulated which impairments should be expected.

I am a hunter. May I go hunting in the forests around Heiligendamm?
Within the outside security zone a chase will not be possible. In which distance the chase will be possible outside of this zone, is not yet clarified.
Are there closing hours during the time of the summit?
Closing hours are not planned.

Contract to build the technical barrier awarded - PR06

Contract to build the technical barrier awarded
In Schwerin yesterday evening the State Parliament approved the supplementary budget amounting to 12.5 million Euros for the G8 Summit 2007 in Heiligendamm. The construction of a technical barrier to protect the world economic summit taking place in June next year will be pre-financed by means of this sum.
The company of building and real estate MV (BBL) authorized by the police force could now award the contract to erect the complete technical barrier. MZS Metall-, Zaun-, Stahlbau GmbH & Co. KG from Bargeshagen (county Bad Doberan) got the contract to build the technical barrier measuring about 12,5 km in length.
The technical barrier - a 2, 50 m high steel-lattice fence - will be equipped with an additional protection preventing people from climbing over or crawling under it. At the side the steel-lattice fence will be fixed to aboveground overlying concrete elements.
According to the present planning stage the technical barrier will run as follows:
Jemnitzschleuse - along the Mühlenfließ - Großer Wohld - gallop racecourse - Bollhäger Forst - Hinter Bollhagen - Kleiner Wohld - Kinderstrand
The police force will set up two checkpoints - the first one at the gallop racecourse and the second one at the waterworks in Hinter Bollhagen.
Mostly the fence will run on national property. If this is not possible, private properties have to be included, too. Police officers and representatives of the company BBL have already visited the owners involved to get into conversation with them. Binding license agreements will be signed soon.
The head of the operations, LPD Knut Abramowski, is confident that the construction of the fence will be finished by May 2007. "The technical barrier is a significant aspect in the safety concept of the police and meets the international safety requirements."
Subsequent to the G8 Summit the technical barrier will be completely removed.

The Special Structural Organization (BAO) Kavala has moved into the new premises - PR5

On Monday 6th November 2006 the Special Structural Organization (BAO) of the police directorate Rostock moved into its new premises situated in the real estate Waldeck (near the Hanseatic City of Rostock) in order to plan, prepare and organize the G8 Summit 2007 in Heiligendamm.
Already on 1st September 2005 the Ministry of Interior M-V instructed the police directorate Rostock to assume the entire operational control concerning the G8 Summit 2007 in Heiligendamm. Consequently, Leitender Polizeidirektor Knut Abramowski set up a Special Structural Organization (BAO) in the police directorate Rostock, named it "Kavala" standing for "White city on the sea" and started working together with four staff members.
First of all, it is the duty of the police force to protect the G8 Summit in Heiligendamm and its members as well as to guarantee peaceful demonstrations and assemblies. However, if there are violent riots they take rigorous action. The police force, nevertheless, make every endeavour to limit detractions from public life being in store for the inhabitants of Heiligendamm and the adjoining communities to an indispensable extent. "Preparing an operation of such dimension requires both precise planning, personnel and organizational decisions which have to be made carefully", said commanding officer Knut Abramowski emphasizing the significance and extent of the police operation.
The staff of BAO Kavala entrusted with the responsibility for the preparation has just moved into the real estate Waldeck which has been used by the riot police M-V since 1991. One of the two blocks was renovated and equipped with new technology and logistics. Now the working conditions for the employees are more pleasant in the offices and conference rooms. The other block will be renovated in the next months, too.
The second standby squad of the riot police M-V moved to Rostock Schmarl.
At present 126 police officers of the entire Federal State Police M-V are working with great commitment and motivation in order to make sure things run smoothly during the summit in June 2007 next year.
From December 2006 further territorial and functional operational sectors concentrating on the venues respectively places of special security interest, such as Heiligendamm, the security of air traffic and at sea as well as traffic-related measures and assemblies will be established.
The field of activities includes drawing up concepts and orders, requesting tactical personnel from the entire federal territory, the equipping with technical command and operational resources, providing technology as well as motor vehicles, informing the public and taking care of the media.
Since April 2006 the operational sector press work and public relations accompanying the operation has been working on informing the population as early and extensive as possible. Commanding officer Knut Abramowski emphasizes, "that the police want to deal fairly and qualified with the population who should be appreciate for the restrictions. In this connection it is very important to keep up contacts with the residents and to deal with the problems of each individual citizen. We want to be accessible that's why we again put our faith in the citizen hotline, the "Internet guard" and our homepage - as handled during the visit of the US President G.W. Bush in Stralsund."

4 juin 2007: Pour la liberté de mouvement et des droits égaux pour tous

Appel transnational pour la journée d´action concernant la migration dans le cadre de la semaine de protestation contre le sommet du G8 à Rostock

Partout dans le monde des mouvements et des luttes de réfugié(e)s et de migrant(e)s deviennent de plus en plus insistants. A San Diego ou Ceuta l´on brave les frontières, à Los Angeles ou Bruxelles on revendique la légalisation, à Hambourg et Bamako on s´oppose à la déportation, à Londres et Woomera on se révolte contre les prisons de déportation, à El Ejido et Séoul on lutte contre la précarisation... personne ne peut plus ignorer l´importance des luttes menées par les migrant(e)s et réfugié(e)s.
Ce sont toujours deux choses en même temps : la réaction à l´exploitation massive, le ravage global continue dans les pays du sud et l´exigence à des droits sociaux égaux. La liberté de mouvement globale est un " droit fondamental et la condition pour d´autres droits fondamentaux " (déclaration de Rabat) Elle est un défis décisif pour le système d´exploitation qui lui-même sans frontière, construit de plus en plus des frontières à l´extérieure comme à l´intérieure.
Les gouvernements du G8 tout comme l´OMC, FMI, la banque mondiale et les compagnies multinationales ont pour but commun un régime global d´Apartheid. Les organisations de réfugiés ont créé le slogan : "Nous sommes ici parce que vous détruisez nos pays. " Mais ils ne sont pas seulement responsable de l´exploitation néocoloniale des pays du sud. La militarisation des frontières entre le Mexique et les Etats-Unis ou entre l´Afrique et l´Europe sous le poids de milliers de morts recensés. Ce soi-disant l´aide au développement et le fond aux gouvernements corrompus sont liés aux contrôles de la migration qui se fait dans les pays de transit et les pays d´origine. La détention hors des frontières européennes la déportation devient l´issu clé pour globaliser la gestion de la migration.
Simultanément ils produisent délibérément le processus intensifié de sélection et d´exclusion dans la partie nord du monde ; et hiérarchisent les droits au niveau social et politique. La criminelle fonction de filtre des frontières, l´illégalisation et déportation de migrant(e)s servent de moyens d´oppression, tous deux correspondant aux besoins du marché de travail du nord.
Les ateliers d´exploitation tout comme les sites de construction, l´agriculture et les ménages et bien d´autres services dépendent de la main d´œuvre moins chère, flexible et particulièrement obéissante de travailleurs(es) migrant(e)s. Dans l´intérêt du capitalisme d´étendre partout les travaux de petite rémunération, les migrant(e)s doivent être mis(es) en concurrence avec la population du nord.
Ne sont pas seulement les réfugié(e)s et les migrant(e)s qui sont affecté(e)s par l´aliénation de leurs droits mais aussi leurs enfants et leurs petits fils le sont. Etre en Allemagne, en France ou aux Etats-Unis partout bien que la 2ième et la 3ième génération soient affectées par la discrimination systématique : dans le secteur du logement ou dans le marché de travail, dans le système d´éducation et dans le droit au vote. Et tous sont en danger permanent d´être des victimes des attaques racistes, fascistes ou policière.
Les luttes de réfugié(e)s et de migrant(e)s luttent contre le nouveau concept global d´Apartheid et offrent la nécessité d´une perspective transnationale. N´ignorons pas les différences de réalités et de luttes de différents groupes, régions, pays ou continents. Mais nous sommes convaincus de la nécessité d´échanger et de communiquer ces différences tout en surmontant ces frontières aussi. Nous sommes appelés à un processus de lutte commune contre le même système mondial d´Apartheid et régime migratoire tout en revendiquant la liberté de mouvement et des droits égaux pour tous.
La liberté de mouvement avait été aussi le slogan principal dans la manifestation de migrants pendant la mobilisation Anti-G8 à Gène en 2001. La liberté de mouvement venait en première ligne pour la journée d´action transnationale dans les trois dernières années, dernièrement aussi le 7 octobre 2006. La liberté de mouvement est aussi apparue comme revendication centrale aux forums sociaux à Bamako, Athènes, Rabat et à Nairobi cette année.
Nous voulons suivre similairement ces traces pour une autre journée d´action transnationale le 4 juin 2007 " la liberté de mouvement et des droits égaux pour tous " dans le cadre de la mobilisation contre le G8. Du 2 au 8 juin toute une semaine d´activité aura lieu dans et autour de Rostock : avec des manifestations et des démonstrations, avec des blocages et des actions directes, avec des camps et des conférences portés par les différents mouvements sociaux.
En tant que groupe de migrant(e)s et réseau nous voulons participer à cette mobilisation générale, connecter les contenus et les demandes, créer et développer du commun. Simultanément voulons nous donner une attention particulière à notre demande d´organiser notre propre journée d´action, incluse une grande manifestation le 4 juin, une journée avant le début des blocages contre le sommet du G8.
Nous invitons les différents réseaux de migrant(e)s et des organisations de par le monde entier à participer et d´envoyer quelques délégués le 4 juin, mais aussi les jours avant et après, quand nous organiserions plus d´actions et de réunions et quand nous voudrons participer au proteste contre le G8.
Nous voudrons donner une vision forte du caractère transnational du mouvement et de la lutte des réfugié(e)s et des migrant(e)s en ces jours de juin.
