G8 2008 in Japan -
Aktueller Bericht der Infotour

Anfang Juli treffen sich die G8 in Japan. Seit einiger Zeit beginnen dort intensive Vorbereitungen verschiedener linker Spektren dagegen. Das genaue Programm, auch die inhaltlichen Themen sind unklar und werden demnächst entschieden. Sicher scheint, dass es eine Großdemo in Sapporo, in der Nähe des Gipfels, geben wird. Im Gespräch ist der 6. Juli.

Seit 2 Wochen touren G8-AktivistInnen in Japan, Singapur, Korea und Indonesien um die Erfahrungen aus der Mobilisierung nach Heiligendamm weiterzutragen. Japanische AktivistInnen werden Anfang des Jahres nach Europa reisen um über den aktuellen Stand zu referieren. Nicht nur G8-GegnerInnen suchen die Vernetzung mit Menschen in Japan und angrenzenden Ländern. Vor 2 Monaten besuchte BKA-Präsident Ziercke den japanischen "Polizeiführer" des G8.

Auf der Veranstaltung wird ein Teilnehmer der Infotour einen Überblick über die Planungen der Proteste geben. Neben der Mobilisierung im anarchistischen Spektrum gibt es studentische Gruppen, Parteien und einige NGOs die gegen den Gipfel aufrufen. Auch in Europa haben verschiedene Gruppen Widerstand angekündigt.

AK Vermittlung: Militante Praxis

Militante Praxis drückt eine politische Haltung aus: Unversöhnlichkeit, Unvereinbarkeit mit herrschenden Verhältnissen. Wir wollen kein anderes, besseres Leben nach den gegenwärtigen Spielregeln. Wir wollen ein anderes, besseres Leben! Auf dem Weg dahin verlieren wir unsere Ziele nicht aus den Augen: Herrschaftsfreiheit, Solidarität weltweit, globale Gerechtigkeit, ein lebenswertes Leben für Alle. Diese sind unvereinbar mit Kapitalismus und Neoliberalismus, die auf der Ausbeutung Anderer gründen. Wir müssen sensibel sein für Dominanz, Rassismus und Sexismus auch und gerade in unseren Zusammenhängen. Gemeinsame Reflektionen in denen wir uns gegenseitig kritisieren sind ein Motor unserer Kämpfe.
Die politische Praxis, den Weg, den wir wählen, lassen wir uns nicht zensieren und reglementieren. Die Mittel diskutieren wir immer wieder neu, je nach politischer Situation und politischer Stärke. Unsere Aktionsformen sind vielfältig. Sie umfassen zivilen Ungehorsam, Demonstrationen, Blockaden, Sabotage sowie symbolische und Direkte Aktion. Mal sind es Clowns, die die Polizei verwirren damit eine Absperrung umgangen werden kann. Mal ist es ein schwarzer Block, der, durch Seitentransparente geschützt, eine Polizeisperre durchbricht und damit eine Demoroute wählt die verboten wurde. Mal ist es das Plündern eines H&M-Ladens, mit dem Umverteilung praktisch demonstriert wird. Mal sind es Superhelden, die Delikatessen kollektivieren. Mal sind es brennende Gegenstände in Städten, in denen die G8 tagen. Mal praktischer Antimilitarismus, der Kriegsmaterial zerstört. Mal sind es Blockaden, die Abschiebungen verhindern, Baustellen von Luxushotels, Kraftwerken oder Atomanlagen behindern, Castoren stoppen oder besetzte Häuser vor Räumung schützen. Mal sind es symbolische Angriffe, wie Farbeier-, Torten- und Joghurtwürfe oder zugeklebte Schlösser, mal abgebrannte Autos. Mal sind es Genfelder, die unschädlich gemacht werden. Mal sind es Luxusautos deren Reifen aus praktischem Umweltschutz geplättet werden.
Militante Praxis ist anschlußfähig. Bei Plünderungen machen Dritte begeistert mit. Abschiebungen von geliebten, bekannten Menschen animieren NachbarInnen und KlassenkameradInnen zum Blockieren. Wer es wagt, Grenzen zu übertreten, Regeln zu brechen, entdeckt eine Erweiterung der eigenen Kraft. Der Horizont endet nicht mehr beim Fahrkartenkontrolleur. Militante Praxis vermittelt die Erfahrung dass wir Viele sind und Kontrolle verweigern können. Dadurch wird erfahrbar, dass Grenzen nicht da enden wo ein Gesetzgeber sie festlegt. Grenzen können erweitert und selbst bestimmt werden.
Im Folgenden formulieren wir einige Maxime, die uns für eine Militante Praxis wichtig erscheinen. Das Beschreiben einer gemeinsamen Ebene von Militanz oder Handlungsgrundsätzen kann Spielräume verengen statt erweitern. Aber uns ist eine gemeinsame Reflektion und Debatte um Militanz wichtig. Der Bezugsraum für diese “gemeinsame Ebene der Militanz” ist hier der europäische Raum. Kritik an Militanter Praxis wird zu oft mit Abwehrargumentationen begegnet. Wir wollen der Kritik nicht ausweichen indem wir Militanz zur strukturellen Gewalt ins Verhältnis setzen (“Was sind schon ein paar Steine gegen die hungernden Kinder in Afrika?”). Wir wollen Militante Praxis nicht mit der Reaktion auf staatliche Provokationen oder Übergriffe begründen (“Die haben aber angefangen!”). Militante Praxis ist mehr als Sachschaden anrichten oder Steine werfen! Deswegen noch einmal ausdrücklich: Es geht auch, aber nicht per se um Steine werfen, sondern darum, gesellschaftlich vorgegebene Spielregeln für politische Opposition bewußt zu brechen. Es geht darum eine unvereinbare Haltung gegenüber dem herrschenden System einzunehmen, sowie durch das eigene Handeln den Auswirkungen dieses Systems direkt entgegenzuwirken.

1. Militante Praxis bedarf hoher Verantwortung. Menschen unterlaufen Fehler und Irrtümer. Militante Praxis muß mit Achtsamkeit geplant und ausgeübt werden.

2. Militante Praxis ist nur horizontal denkbar. Vertikale Organisierung lehnen wir ab. Unser Bezugsrahmen hierfür ist, wie gesagt, der europäische Raum. Unter anderen Rahmenbedingungen muß sich Widerstand unter Umständen militärisch organisieren.

3. Den Aktionen und Planungen anderer linker politischer AkteurInnen begegnen wir mit Respekt. Mit Respekt ist ein nicht-instrumentelles Verhältnis zu Anderen gemeint. Aktionen Anderer sollen nicht für Militante Praxis vereinnahmt werden Z.B. muss in einer Bündnisdemonstration vorsichtig abgewogen werden, welche Auswirkungen eine Aktion auf des Gesamtgeschehen hat. Dies bedeutet nicht, dass daraus der Umkehrschluss aufgemacht wird, Militante Praxis sei abzulehnen und zu vermeiden, wo Planungen anderer berührt würden.

4. Auch wenn zum Geheimrezept von Massenmilitanz Spontaneität und Impulsivität gehören, läßt sie sich planen und führt so zu größerem Erfolg. Dies wird sich leider immer seltener zu Eigen gemacht. Situationen und Aktionen, in denen in größerem Rahmen militante Demonstrationen und Aktionen geplant wurden, zeigen dass dies gelingen kann. Ziele können besprochen und abgestimmt, Handlungsoptionen diskutiert werden. Damit können ein besseres Ergebnis, weniger Verhaftungen und weniger kritikwürdige Begleiteffekte erzielt werden. Für schnelles Entscheiden und Handeln existieren effektive Möglichkeiten der Kommunikation wie z.B. Kleingruppenkonzepte mit Delegiertentreffen.

5. Die körperliche Unversehrtheit aller Beteiligten ist eine Grundvoraussetzung für Militante Praxis. Dazu gehört, MitaktivistInnen nicht zu verletzen; sei es durch Steinwürfe aus der 10. Reihe oder das Erzeugen hektischer und unübersichtlicher Situationen, bei denen z.B. Kinder oder langsame Menschen umgerannt werden. Genauso wichtig ist uns die körperliche Unversehrtheit Dritter. Das bedeutet etwa, keine Gebäude anzuzünden in denen sich Menschen aufhalten oder deren Brand sich auf andere Gebäude ausbreiten könnte.

6. Der körperlichen Unversehrtheit der Polizei kommt eine besondere Bedeutung zu. Wir stecken hier die Grenzen anders als bei Dritten und AktivistInnen. Denn in zunehmendem Maße stehen durch polizeiliche Auflagen gläserne DemonstrantInnen aufgerüsteten, gepanzerten und bewaffneten PolizistInnen gegenüber. Deren körperliche Unversehrtheit ist durch Steinwürfe kaum gefährdet. Manchmal werfen wir Steine und Molotowcocktails um Grenzen zu markieren und unser “Nein” zu betonen, manchmal um die Polizei auf Distanz zu halten und zurückzudrängen. Uns ist wichtig zu betonen, dass es nicht darum geht, andere zu verletzen.

7. Ziele von Militanz sind solche, die die Herrschenden (wer auch immer das sein mag) treffen, Herrschaftsstrukturen, Zwangsräume (wie z.B. Lager, Knäste oder Schulen) demontieren, sowie Kriegs- oder Zwangsmaterialien (Fahrzeuge, Zäune, Kameras) zerstören. Ziel kann auch das Entern einer Bühne der eigenen Bündnispartnerin sein, um einen ausgebooteten Redebeitrag durchzusetzen.

8. Der Besitz von Privatpersonen (Kleinwagen, Vorgärten, Gartenzäune) oder öffentliche Infrastruktur (Bushaltestellen, Briefkästen) sollte kein Ziel Militanter Praxis sein. Kontextbezogen sind andere Einschätzungen möglich, wie z.B. Schienen beim Castor-Transport, Innenstädte beim G8 oder das Anzünden eines Kleinwagens für eine wichtige Barrikade. In all diesen Fällen kommt es auf die Abwägung und politische Begründung an!

9. Die Motivation für Militante Praxis muß stets reflektiert werden. Unhinterfragte Massenmilitanz reproduziert hegemoniale Männlichkeit. Militante Praxis darf kein identitäres Ritual sein.

10. Die Kriminalisierung Militanter Praxis erschwert die Debatte. Wir wünschen uns eine Auseinandersetzung, an der viele Gruppen und Einzelpersonen teilnehmen. Trotz Repression lassen wir uns den Mund nicht verbieten. Was nicht öffentlich gesagt werden kann, muß, wie dieser anonyme Text, über andere Wege diskutiert werden. Der Repression und Kriminalisierung Militanter Praxis treten wir politisch entgegen.

11. Militanz schafft Erregungskorridore. Deutungsversuche Militanter Praxis, insbesondere der Massenmilitanz, werden zu oft kommerziellen Medien, staatlichen Autoritäten und Nichtregierungsorganisationen überlassen. Wir müssen uns diese Deutung wieder aneignen und unsere Argumente verstärkt in den Diskurs einbringen. Mehr Aufmerksamkeit für linksradikale Politik!

Beim 2. Sozialforum in Cottbus präsentiert der Filmemacher Martin Keßler seinen neuen Film »Das war der Gipfel!« Eine Nachbetrachtung der G-8-Proteste in Heiligendamm

Der größte Polizeieinsatz in der Geschichte der Bundesrepublik beim Weltwirtschaftsgipfel hat gleichzeitig gezeigt: Es ist möglich, Gegenwehr in dieser Republik zu organisieren. Und: Jugendliche sind alles andere als politikverdrossen. Im Ostseebad Heiligendamm im Juni gab es einiges zu tun. Es galt, das rituelle Gipfeltreffen der »mächtigsten Frauen und Männer der Welt« als das zu enttarnen, was es ist: Eine Scheinveranstaltung der Regierenden, die unter Ausschluß der Öffentlichkeit tagt. Und zwar einzig, um drängende brisante Themen herrlich unverbindlich zu bereden –und am Ende keine Beschlüsse zu fassen. 17000 Polizisten waren im Einsatz, die Bundeswehr rückte an. Alles, um die G-8-Gespräche auf der Terrasse des Kempinski-Grandhotels zu sichern, die sich manchmal nur um das Magendrücken des US-amerikanischen Präsidenten George W. Bush drehten. Trotzdem war es 12000 Globalisierungskritikern gelungen, Zufahrtswege zum hermetisch mit Zaun und Stacheldraht abgeriegelten Tagungsort zu blockieren.

Im Camp Reddelich
All das führt der Dokumentarfilmer Martin Keßler in einer 30minütigen Werkschau seines noch unvollendeten neuen Films »Das war der Gipfel!« vor Augen. Wie so oft in seinen Dokumentationen läßt er die Machthabenden »links liegen«. Devise: Wer sonst überall redet, soll hier einmal nicht dominieren. Statt dessen war er im Camp Reddelich und lief mit den Demonstranten über die Felder. Keßlers Film gibt Globalisierungskritikern die Möglichkeit, ihre Sicht der Dinge darzulegen.

Der eremitierte Berliner Sozialwissenschaftler Peter Grottian moderiert die Veranstaltung beim zweiten Sozialforum in Cottbus unter dem Titel »G8 – Ein Höhepunkt der Mobilisierung gegen den Neoliberalismus«. Am Samstag, 20. Oktober, von 17 bis 20 Uhr in der Stadthalle wird Keßlers Dokumentation noch einmal vor Augen führen, wie selbstbewußt und voller Gemeinschaftssinn das Aufbegehren gegen den G-8-Gipfel war. Man wird sich an der Aufschwungstimmung der sozialen Bewegung freuen können. In engagierten Filmszenen zeigt Autor Martin Keßler, daß man hier um die Zusammenhänge weiß: Den Demonstranten ist bekannt, daß Kleinbauern aus ihren Ländern flüchten müssen, weil die neoliberalen Globalisierer mit ihrer Preispolitik deren Lebensbedingungen zerstören. Wenn sie dann in Spanien ankommen, müssen sie dort zum Billiglohn Tomaten ernten. Wie Enteignung funktioniert, ist mittlerweile auch in Deutschland nachzuvollziehen: seit Hartz IV.

Die immer wieder versuchte Kriminalisierung der Protestierer zeigt Keßler ironisch. Zu sehen ist, wie eine junge Engländerin schelmisch in die Kamera lächelt und schwört: Sie persönlich habe weder vor, Anschläge zu verüben noch eine Bombe in den Windeln ihres Kindes versteckt.

Aus dem Nähkästchen
Vielleicht wird Keßler dann in Cottbus aus dem Nähkästchen plaudern: Erzählen, daß die Engländerin vor zwei Jahren beim Protest im schottischen Gleneagles einen deutschen Gewerkschafter kennen- und lieben gelernt hat. Und daß sie ihr acht Wochen altes Kind nach Heiligendamm mitbrachten. Um dagegen zu demonstrieren, daß Kinder in anderen Teilen der Welt hungern müssen, weil Finanzjongleure und Konzernbosse sich bereichern wollen. Zu hören ist, daß eine Bewohnerin aus Heiligendamm im Vorfeld des Gipfels so verängstigt wurde, daß sie vom »Terror-Terrorismus« spricht. Und man wird erfahren, warum der Schweizer Professor Jean Ziegler den Raubtierkapitalismus verurteilt. Warum seine Thesen darin münden: »Wenn Kinder in der dritten Welt verhungern, ist das Mord.«

Filmemacher Martin Keßler thematisiert in Cottbus die großen Zusammenhänge: Was die Privatisierung der Bildung und Hartz IV mit G 8 zu tun haben, sowie äußere Militarisierung mit der Aufrüstung im Inneren. Daß es den Herrschenden darum geht, die Gewerkschaften weiter zu schwächen und noch höhere Gewinne einzustreichen. Nicht nur auf nationalstaatlicher Ebene, sondern europa- und weltweit.

Kundgebung am 20. Oktober 2007, 13 Uhr, Alt Moabit 12 - vor der Justizvollzugsanstalt (JVA), 10559 Berlin-Mitte, Nähe Hauptbahnhof

Am 29.5.07 wurde Binali Yildirim in Spanien verhaftet und ist in Madrid inhaftiert. Obwohl er bereits über einige Jahre legal in der BRD lebt, fordern die Türkei und Interpol seine Auslieferung.
Grund ist ein Prozess, der im Jahre 1996 mit einer lebenslänglichen Haftstrafe für Binali endete. Ihm wurde vorgeworfen, als Mitglied einer linken Guerilla an Angriffen gegen das Militär beteiligt gewesen zu sein. Während des Prozesses wurde er schwer gefoltert, sein Anwalt immer wieder ausgeschlossen und Entlastungszeugen nicht gehört.
2001 beteiligte er sich wie Tausende politische Gefangenen an einem Hungerstreik gegen die Einführung von Isolationsgefängnissen in der Türkei. 120 Gefangenen verloren dabei ihr Leben. Binali erkrankte schwer. Nur durch großes Glück gelang im die Flucht in die BRD.

In diesen Tagen wird die spanische Justiz nun über das weitere Schicksal Binalis entscheiden. Verantwortlich für den Fall ist der berüchtigte Richter des spanischen Nationalen Gerichtshofs, Baltasar Garzón, der als Hardliner gegenüber linken AktivistInnen bekannt ist.

In der JVA sitzen seit Ende Juli Oliver, Axel und Florian, die der Mitgliedschaft in einer terroristischen Vereinigung gemäß §129a beschuldigt sind. Ebenfalls in Moabit inhaftiert ist der türkische linke Aktivist Hasan Subaşı!

Ulla Jelpke: BGH muss inflationären Gebrauch der Terrorismuskeule stoppen

Im Verfahren gegen mutmaßliche Mitglieder „militanten gruppe (mg)“ soll vom Bundesgerichtshof nach dem 18.Oktober eine Grundsatzentscheidung getroffen werden, ob diese Gruppierung überhaupt als terroristische Vereinigung gewertet werden kann. Dazu erklärt die innenpolitische Sprecherin der Fraktion DIE LINKE, Ulla Jelpke:
Axel H., Florian L. und Oliver R. befinden sich seit dem 31. Juli als Untersuchungsgefangene in Berlin-Moabit, weil sie versucht haben, Bundeswehrlastwagen anzuzünden.
Da bei keinem der Beschuldigten Fluchtgefahr besteht, wird die Haft von Axel H., Florian L. und Oliver R. allein mit dem Vorwurf der angeblichen Mitgliedschaft in einer terroristischen Vereinigung nach § 129a StGB ermöglicht. Dies setzt laut Strafgesetzbuch voraus, dass die der„militanten gruppe“ zur Last gelegten Anschläge geeignet waren, den Staat erheblich zu schädigen oder die politischen, verfassungsrechtlichen, wirtschaftlichen oder sozialen Strukturen eines Staates zu beseitigen oder zu beeinträchtigen.
Dies ist bei den der „militanten Gruppe“ zugeordneten Aktionen nicht der Fall. Versuchte Brandstiftung ist strafbar, aber kein Terrorismus.
Ich hoffe, dass der Bundesgerichtshof in seiner nun zu erwartenden Grundsatzentscheidung vom inflationären Gebrauch der Terrorismuskeule absieht. Axel H., Florian L. und Oliver R müssen endlich freikommen und das §129a-Verfahren gegen die mutmaßlichen Mitglieder der „militanten gruppe“ eingestellt werden.

Österreich: Online-Durchsuchung beschlossen

In Österreich haben sich die beiden Regierungsparteien nun auf die Einführung von Onlinedurchsuchungen geeinigt. Der Polizei und den Geheimdiensten soll nun der offizielle Zugriff auf Festplatten ermöglicht werden.Noch heute wird vom Ministerrat eine Erklärung zum Beschluss bekannt gegeben.
In Österreich ist ab heute der Zugriff auf Festplatten seitens der Polizei / der Geheimdienste beschlossene Sache. Nach Großem Lauschangriff und Rasterfahndung kommt nun auch die Online-Durchsuchung.Die beiden Regierungsparteien SPÖ und ÖVP haben sich mit hoher Geschwindigkeit darauf geeinigt, Onlinedurchsuchungen einzuführen. Während in der BRD die Debatte kontrovers in der Öffentlichkeit diskutiert wird, wird diese in Österreich in unvorhergesehener Schnelle eingeführt. Ruck-Zuck,-ohne Diskurs, an der Öffentlichkeit vorbei. Gerade um einen Diskurs wie in Deutschland zu vermeiden.Justizministerin Maria Berger (SPÖ) und Innenminister Günther Platter (ÖVP) möchten die Onlinedurchsuchung natürlich nur im Falle schwerer Delikte einsetzen. Bei dem Verdacht schwerer Verbrechen oder bei Verdacht der Unterstützung terroristischer Vereinigungen. Was als Terror und Verbrechen definiert wird bestimmen gleichzeitig Justiz und Innenministerium. Natürlich bedarf es einer Anordnung eines Staatsanwaltes und die Entscheiung muss im Einzelfall getroffen werden. Eine Expertengruppe wird jetzt alle technischen und rechtlichen Sachlagen klären. Ab 2008 sollen die Onlinedurchsuchen vollzogen werden. Innenminister Günther Platter (ÖVP):”Wir müssen mit dem Verbrechen Schritt halten können. Das ist mein Anspruch, mein Ziel und vor allem meine Verpflichtung als Innenminister.Für ihn ist das Internet ein “wichtiger Treffpunkt und Tummelplatz für Kriminelle”.
Bereiten wir uns vor: Mit entsprechendem Wissen. Wir müssen jetzt Schulungen organisieren.Schon in naher Zukunft werden wir vielleicht mit 2 Computern arbeiten. Einen der am Netz hängt und einen der der nicht angeschlossen ist und mit dem anderen nicht verbunden ist. Oder in Infoläden surf-Pc´s ohne Festplatte aufstellen.

UK police can now force you to reveal decryption keys

Users of encryption technology can no longer refuse to reveal keys to UK authorities after amendments to the powers of the state to intercept communications took effect on Monday (Oct 1).
The Regulation of Investigatory Powers Act (RIPA) has had a clause activated which allows a person to be compelled to reveal a decryption key.
The measure has been criticised by civil liberties activists and security experts who say that the move erodes privacy and could lead a person to be forced to incriminate themselves.
It is also controversial because a decryption key is often a long password – something that might be forgotten. An accused person might pretend to have forgotten the password; or he might genuinely have forgotten it but struggle to convince a court to believe him.
Section 49 of Part III of RIPA compels a person, when served with a notice, to either hand over an encryption key or render the requested material intelligible by authorities. Anyone who refuses to decrypt material could face five years in jail if the investigation relates to terrorism or national security, or up to two years in jail in other cases.
Controversially, someone who receives a Section 49 notice can be prevented from telling anyone apart from their lawyer that they have received such a notice.
The Home Office said that the process will be overseen by the Interception of Communications Commissioner, the Intelligence Services Commissioner and the Chief Surveillance Commissioner.
Complaints about demands for information must be made by the Investigatory Powers Tribunal. "The Tribunal is made up of senior members of the judiciary and the legal profession and is independent of the Government. The Tribunal has full powers to investigate and decide any case within its jurisdiction, which includes the giving of a notice under section 49 or any disclosure or use of a key to protected information," said a Home Office explanation of the process.
The Home Office said that the actions were consistent with the European Convention on Human Rights and the UK Human Rights Act as long as the demand for decryption was "both necessary and proportionate".
"The measures in Part III are intended to ensure that the ability of public authorities to protect the public and the effectiveness of their other statutory powers are not undermined by the use of technologies to protect electronic information," said the Home Office.

G8: Summary of Evaluations

Reflections

After the G8, a whole lot of debriefs and reflective summaries were published by the protesters. There were differences in opinions depending on the groups’ characters, nationalities, examining questions, time of debrief, questions in focus and tactical preferences.

Most questions examined were the effects of the protests, the question of militancy in protests and violence and consequences for the future.

During the weekend June 30st and July 1st, activists in Netherlands met in Amsterdam to discuss the G8 activities. The tone of their feedback is light-hearted and humorous, starting off with the statements:
“It is difficult to make deals with clowns” says a represent of the Dutch Clown Army with a serious face. Around him people nod their heads in understanding.
About the effect of the protests, the report of the feedback session claims:
“The roads around the Kempinski Hotel were all effectively blocked and the three self organised camps (with up to 7000 people in each) around Heiligendamm were certainly a logistical tour-de-force, but everybody who had to be in the hotel seems to have been flown in with helicopters or shipped in by boat…”. But otherwise the reflection does not point out anything significantly new or unexpected.

The London debrief meeting notes show a strong similarity to the Dutch ones in that it took place immediately after the protests and focused solely on practicalities. Similarly, it also tried to abstain from making any criticisms towards specific groups policies and practices. But it also revealed the split in protest locations into the civil disobedience, sit-down tactics of the “Block G8” and some of the more militant anti-capitalists. In regards of the internationality of the protests, the subjective feeling was that there were about “70% German, 30% internationals there”. The main conclusion of the feedback session seems to be the same as in the Dutch session: trying to improve the flaws of this year’s protests for the next.

The Japanese reflection “Howling Coalition: the Anti-globalization Movement Sprouts Freedom and Diversity” by Shiro Yabu and translated by Yuzo Sakuramoto was relayed via the email list at the start of August. As the next G8 meeting will take place in Japan in 2008, for many anti-globalisation activists it is important to know the effects of the Western European protests on Asian citizens. To start of his introduction, Shiro Yabu is focusing on the international contingent and the tactical diversity of the anti-G8 protests:
“To oppose this, many social movements and activists from many places in Europe, Africa, the U.S., and Asia mobilized and developed a huge demonstration.”
In his reflection, he criticises ATTAC and shows particular attraction to and curiosity into the behaviour of the Black Block, which he enthusiastically tries to explain to the Japanese protest movement:
“The Black Block has been the focus of attention as being a group that is both troublesome and awe-inspiring at the same time. They were always viewed as outsiders, but at the same time they were trusted by many activists because they were the original group who opposed the tyranny of the IMF/World Bank, and stood up against the injustice of the Davos Conference (World Economic Forum) and developed the international protest movement against the neo-liberal globalization. Their achievement is significant in the history of activism.”
His reflection is immersed with accounts of his personal experiences during the days of protests, and then he finally summarises up the effect of the protest: “We were not able to stop the G8 Summit, but our coalition besieged it.”
He then continues to formalise his wishes for the future:
“The anti-globalization movement has not yet ended. Actually it has just begun. The venue for the next G8 Summit is Japan. Militants from all over the world including Asian countries will mobilize in Lake Toya, Hokkaido. We must accommodate them and make efforts so that they will be able to fight as fully as possible. […] We call for the coalition of movements.”

An autonomous Canadian group was also impressed by the Black Block as they write in their essay “A. Anti. Anti-Capitalista!”: “ Burning cars and fighting the cops in Canada? […] The national mythology of Canadians being moral, kind, and above all peaceful people leaves very little room to articulate rage and anger.”
The writers go then on to glorify the more militant tactic of rioting, albeit in a funny version:
“Similar to love, a riot can sometimes take us by surprise, when we think we are not prepared, but that if one has an open disposition towards love, like riots, it will allow one to seize the opportunities, and the situations.”
They then go on to talk about the failure of Plan B(erlin); for the Black Block to withdraw from the G8 summit location to riot in the capital. “Arguably it would have been a suicide mission to try to start the riot as we were practically on a 1:1 ratio of black blockers to cops. And they do have the guns.”
In the end, they finish with the hope for a new era of a Black Block in Canada, especially to oppose the G8 in Canada in 2010 and the Olympics in British Colombia.

However, the Northamerican Emeritus Professor Jean Grossholtz focused in her analysis “Once Again Into The Fray?” more on the comparison of the “Myth of Seattle” to the G8 protests in Heiligendamm, something completely irrelevant to most of the European activists.
Her experiences about the G8 protests are totally different from the above:
“The G8 opposition was committed to confrontation and to non-violent civil disobedience.”
She also drops in more educational, theoretical background on why to resist the G8 than the previously examined activists’ reflections. “Delegitimizing the G8” was described to be the main goal of the protests by her, but she does not make a comment about if this aim was achieved. She also points out the counter-summit and priorities the church links: “One stream of the march emerged from an ecumenical celebration in a church organized by Jubilee South, the group working to cancel the debts of countries of the global south.” Amazingly, she sees the increasing police repression as a success of the anti-globalisation protests; she also merges her personal experiences to support her analysis and she points out perceived misrepresentations in the mainstream media. Mainly she elaborates on the theoretical subjects of the protests with a specific US focus; such as the US government’s failures in policies such as healthcare, free trade’s devastating effect on the poor, Guantanamo Bay and the War in Iraq.

Tadzio Mueller and Kriss Sol examine the effects and state of the protest movement in their academic article: “A tale of two victories? Or, why winning becomes precarious in times of absent antagonisms”. They research in depth if the protests influenced the public perception of the G8 - culminating in this rather abstract sentence:
“Since the Cologne summit in 1999, and very much in tandem with the emergence of ‘our’ movements, the primary role of the G8 has changed: from adjudicator of competing interests to imperial institution negotiating the difficulties of emerging forms of global authority.”
They also pretty much summarise the main feeling of a victory of the protest movement AND the G8, but are not able to give a satisfactory explanation for it.
“So we take the affect seriously and agree: we won, somehow. But we have to be realistic and admit that ‘they’ did too. So both sides won – which raises the question: how is that possible?”

Rather amusing is also this article: “m&m (masses & militancy): - a contribution to the discussion on demonstrations and mass militancy”. “If we obey to all bullshit, they will ever think of new things“, they write. Somehow, their article is a wish list for how to change future demonstrations rather than an evaluation of the last one. Here some of the best quotes:
“The endless side-banners-only-1-meter-50-anymore-discussion should finally come to an end. And this end can´t be that we tear apart all our beautiful banners with all the important things written on them!”
“And bottles and stones thrown from the 10th or 15th row only hurt our own people! Just move a bit further to the front and try to realistically see what you can do. “

In “one swallow doesn´t make a summer” a Berlin activist describes the collapse of the autonomous movement during the G8 protests. The anonymous “one of us” writes on 17th of june 2007:“The black block simply seemed to no longer exist. In the TV-show of Sabine Christiansen speculation was made as to whether it had been in the forests the whole time…as amusing as it is to read expertise articles about ‘what makes the hooded man tick?’ in the yellow press, in the end we were [..] not visible […] .”
As a reason, the author gives the reason of narrow-mindedly sticking to previously developed plans without taking recent circumstances into account: “ In nearly all working groups a strong tunnel-view with a tendency to autism developed.”

For the Antifaschist Left Berlin their article: “Five fingers are a fist” is a possibility to make excuses about their spokesperson who disassociated their group from the protesters clashing with the police at the main demonstration on Saturday. The actions of this spokesperson contributed to a major split in the movement, which the group is keen to mend. So they solely blame the mainstream media, and also in turn declared the blockades, which they helped to organise, a full victory.
“The media published every lie propaganda had to offer, the last word in all news-reports was given to the spokesperson of the police. […] But even from the spokesperson of the IL, who is a member of our group, there were dissociating statements given in more than one interview. We were overpowered at that time by the effective power of the discourse of violence, we couldn´t cope with the onslaught of the media an the force of the smear campaign, and in some of our statements we fell into the jargon of media and police. ”

The evaluation of the Interventionist Left makes the interesting point that the anti-G8 protest has been the biggest mobilisation of the radical left in Germany for the last years. They also point out that the “demonstration on the 2nd of June took place on the 40th anniversary of Benno Ohnesorg being shot by police- a symbolic date for the start of the progressive and emancipatory Left.” In their essay they also distance themselves from any disassociative statements made by their spokesperson about the protesters involved in the confrontation with the police during the Rostock demonstration.

Disappointingly, the Radical Left Nuernberg actually doesn’t really examine the G8 protests in their end-of-June essay: “1 : 0 for the movement - get the spirit of Rostock”, but starts off a tirade against their local newspaper, Nuernberger Nachrichten (NN).
“The numerous blockades against [Neo-] Nazis and war, demonstrations against social robbery and the meeting of the [German] Ministers of the Interiors here in Nürnberg were experienced by most people in a completely different way than the allegedly “independent” NN reported. Put together with a picture from Berlin, they turned a camp fire into a burning barricade. Quite often then those distortions of facts were in turn used by the police to restrict basic freedoms - like the ban on the local anti-G8-demo to protest in front of the chemical company Novartis.”

With the contradiction of the disappointing local politics battles also Gregor Samsa von NoLager Bremen. He summarises therefore in the latest edition of the newspaper “AK- Analyse und Kritik” the lack of the G8 protests to actually in general influence the new wave of neoliberal policies, even if just in Germany. He also convincingly points out frequent examples during the G8 protest, that in addition every time collective, group and individual wishes of the protesters collided, the personal or group preferences were carried out without concern on the influence on the majority of the protesters.

Johannes Lauterbach’s and Carol Bergin’s summary of experiences was published in “Rundbrief Sozialimpulse”. Their very educational article includes a whole lot of background and historical information, but also focuses on criticising the mainstream media:
“ Around 2000 participants from 40 different countries took part in a 2 day Alternative Summit with 130 Workshops tackling burning questions of the day including global justice, environment, climate change and sustainable energy, the so called “European partnership agreements” (EPAS), education, war + militarisation, migration and racism, labour, social and gender issues. A coalition of 39 different organisations who initiated the summit, spanned the global grassroots movement Via Campesina, Focus on the Global South, Attac Germany, Medico International, through to the more traditional NGO´s such as Greenpeace and Misereor, and thus offered a wide spectrum of speakers and expertise on all these topics. Nonetheless the mainstream media, continuing to speak of an amorphous mass of non-articulate, anti-everything protesters, managed to avoid giving any report on the summit, its concerns, arguments, or suggestions.”
As a further proof, that the media would be out to discriminate against the protesters, they give the most prominent example of the mainstream media misreporting: “The mass media´s hunger to denounce the more radical parts of the protesters as violent became obvious, when a reporter of the dpa (German Press Agency) misquoted one of the speakers [famous intellectual Walden Bello] during the opening rally, reporting he had called to “carry the war into the demonstration, because with peaceful means we achieve nothing”. In reality - confirmed through documented on video-footage, which was available online the same evening - he had spoken about the war in Irak and Afghanistan asking to “to bring the [theme of] war into the meeting, because without peace there can be no justice”.

To draw conclusions, most of the evaluations did not achieve their aims to influence the future of the movement significantly. The majority of the reflections from the autonomous groups call for more militancy, the liberal wing blames the lack of mass support on the mainstream media, groups and individuals involved in the organisation of protests declared these to be a success, and the intellectuals and academics suggest global links of the protest’s significance to everything and everywhere, therefore declaring it a defeat against changing the neoliberal agenda.

If there is something new, refreshing and surprising, it is the musings of foreign individual activists being dropped in this weird German protest situation; often with severe language problems, who try to make sense of the events in their reporting.
As for example Boris Kagarlitsky reports in the “The Blockade of Heiligendamm” for the Transnational Institute:
“Somewhere in the region of the eastern gates a group of Young Communists from the Siberian city of Barnaul got lost. Not knowing German, and with little understanding of what was going on, the group mounted something like their own guerrilla war. Their main achievement they considered to have been the destroying of a fence, topped with barbed wire, which they considered to be the first line of police fortifications. Next day the evening news showed an elderly farmer asking, with various bitter curses, ‘what idiots smashed the fence around my orchard?’ The farmer’s wife blamed the police for everything. Whatever the case, the victims intended to extract compensation for the damage from the federal authorities.”
