Against the background of the European Union summits in Gothenburg, Sweden in 2001 and Copenhagen, Denmark in 2002, this article investigates the legal framing of police public order practices in conjunction with mass demonstrations and rioting in urban surroundings. Differences between legalistic and opportunistic ways of administering laws and regulations are illustrated, focusing on the policing of political disorder in two case studies with quite different outcomes. Theoretically, attention is also directed towards the notion of crisis, in terms of frustration and aggression. The basic argument is that the hyper-complexity of the legal framing in Sweden seems to have played an important, but unintended, role in the violent handling of the serious riots in Gothenburg; and that the legal powers in Denmark, in contrast, seems to have contributed to the less aggressive handling of the protest events during the European Union summit in Copenhagen.

Danish anti-globalisation activists are threatening actions and demonstrations at the Danish-German border if Danish police refuse international activists access to Denmark during the planned European Union summit meeting in Copenhagen in December, reports the Danish newspaper Jyllands Posten.

Die Kopenhagener Polizei und der dänische polizeiliche Nachrichtendienst "Politiets Efterretningstjeneste" (PET) sind wegen gewalttätiger Proteste in Zusammenhang mit dem EU-Gipfeltreffen, das in Kopenhagen zum Ende des dänischen EU-Vorsitzes im Dezember 2002 stattfinden wird, beunruhigt. "Wir werden versuchen, verletzte Polizisten wie auch Demonstranten zu vermeiden, indem wir so viele Gefangene wie möglich machen werden", verspricht die Kopenhagener Polizeichefin Hanne Bech Hansen.

Während des letzten Halbjahres hat der polizeiliche Nachrichtendienst große Ressourcen für die Kartographierung der dänischen Protestbewegung aufgewendet, besonders im Gebiet Kopenhagen. Des weiteren erklärte der Kriminalkommissar Flemming Gøtche vom PET, dass dänische Aktivisten bereits bei vorherigen globalisierungskritischen Protesten aufgefallen und erfasst wurden (s. Presseerklärung unten).

Aus einem Artikel der Kopenhagener Zeitung "Berlinkse Tidende" geht hervor, dass die Polizeileitung in Kopenhagen 4000 Polizeibeamten während des EU-Gipfels bereitstellen will. Diese sollen mit neueingekaufter Ausrüstung ausgestatten werden, wie z.B. Helmen, Fahrzeuge und Funkgeräten. 1400 Beamte sollen eine mobile Einsatzstärke gegen Ausschreitungen bilden, 1400 dienen im Objektschutz, 400 sollen zur freien Verfügung bereit stehen und 800 Kriminalbeamte sollen für Ermittlungen abgestellt werden. 12 Staatsanwälte sind bereits ausersehen, bei sechs verschiedenen Gerichten für juristische Prozesse bereitzustehen. Des weiteren hofft das dänische Rechtssystem auf härtere Strafen im Zusammenhang mit Ausschreitungen beim Gipfeltreffen.
