Gerechtigkeit für Genua-Opfer

Angeklagte schuldig gesprochen

Das Gericht in Genua stellt die Schuld von 44 angeklagten Polizisten und Gefängnisbediensteten fest, die während des G-8-Gipfels im Juli 2001 Demonstranten tagelang brutal mißhandelten. VON AUS ROM MICHAEL BRAUN

Gebrochene Finger, ausgerissene Piercings, Prügel mit dem Schlagstock, Demütigungsrituale und Vergewaltigungsdrohungen gegen die Frauen: Die Haftanstalt Bolzaneto war während des G-8-Gipfels im Juli 2001 ein Ort des Schreckens, an dem festgenommene G-8-Gegner brutal misshandelt wurden.

Ihnen widerfährt jetzt Gerechtigkeit. Am Freitagabend kassierte ein Berufungsgericht in Genua das Urteil der ersten Instanz und stellte die Schuld aller 44 Angeklagten – Polizisten, Gefängniswärter und Gefängnisärzte – fest. Sie waren in Bolzaneto während der Gipfeltage im Einsatz, sie alle beteiligten sich an den systematischen Misshandlungen, die nach Auffassung der Staatsanwaltschaft den Tatbestand der Folter erfüllen.

Neun Jahre nach dem G-8-Gipfel in Genua wurden 44 Beamte verurteilt

Insgesamt 44 Polizisten, Vollzugsbeamte und Mediziner sind am vergangenen Freitag von einem Berufungsgericht in Genua wegen Autoritätsmißbrauch, Nötigung und Mißhandlung verurteilt worden. Hintergrund der Verfahren war das brutale Vorgehen von Polizei und Carabinieri gegen rund 300 Demonstranten während der massiven Proteste gegen das G-8-Gipfeltreffen in Genua im Jahr 2001. Die meisten der damals verhafteten Demonstranten waren in der Polizeikaserne Bolzaneto eingesperrt worden, darunter auch jene 63 Aktivisten, die nach dem Polizeiüberfall auf die als Schlafstätte dienende Diaz-Schule eine Woche lang festgehalten wurden. Die damals Verhafteten dokumentierten Schläge, Beleidigungen, systematische Demütigungen und Folter. Betroffene mußten stundenlang mit dem Gesicht zur Wand stehen und waren Schlafentzug, Androhung sexueller Gewalt sowie CS-Gas in den Zellen ausgesetzt. Einige wurden gezwungen, faschistische Lieder zu singen und vor Fotos des italienischen Diktators Mussolini zu salutieren, während anderen Finger gebrochen und Piercings ausgerissen wurden.

Von den nun verurteilten Beamten waren 30 erstinstanzlich zunächst aus »Mangel an Beweisen« freigesprochen worden. Diese Freisprüche wurden jetzt aufgehoben, andere Strafen wurden deutlich heraufgesetzt.

Doing the climate summit in Copenhagen, about 2000 people got detained, while they amongst thousand of other people, tried to get their voices heard and set a political agenda in the climate debate. Some of them have received groundless charges with legal proccesses that have already begun.

About 20 of all the arrested were kept in custody for weeks by the police. Out of those, 7 people are facing further legal proceedings and potential hard judgement. The 7 people are accused on basis of organizing legal demonstrations.

The whole world on trial

In some days the first trial against spokespersons for the Reclaim Power action on December 16 will start. On March 16 Natacha Verco og Noah Weiss are faced with charges for having been leaders of an action that is claimed to be a violent threat towards the police. They were detained for three weeks and are now charged on grounds that can result in prison terms for several years and expulsion from Denmark. Five more spokespersons are accused of a variety of crimes but all share the charge of planning to disrupt public order and planning to commit violence against the police.

Interestingly there are many spokespersons for the Reclaim power action that have not been arrested and that are those representing large popular movements. Among them were Henry Saragih, general secretary of Via Campesina, an organisation with some 200 million members world wide and the biggest of all global popular movements. There were also Judy Nacpil from Jubilee South, Wahu Kaara from People’s Movement on Climate Change and Kenya Debt Relief Network, Jihan Gearon from Indigenous Environmental Network and others.

Fast 2 000 Demonstranten wurden in Kopenhagen bei den Protesten gegen die Klimakonferenz der UN festgenommen. Die Strategien der verschiedenen Gruppen, die am Protest beteiligt waren, im Umgang mit der Repression sind unterschiedlich.

Für den globalen Klimaschutz blieb die Klimakonferenz der UN in Kopenhagen ohne Konsequenzen, nicht jedoch für einige Klimaaktivisten, die im Rahmen der Proteste in Dezember festgenommen wurden und heute noch auf die Verhandlungen warten.

Christoph L. ist eine der 1 915 Personen, die nach Angaben der Rechtshilfegruppe Rusk während der Proteste im Dezember in Gewahrsam genommen wurden. Die meisten von ihnen wurden nach einigen Stunden wieder frei gelassen, und warten heute noch auf die Prozesse. »Mir wird vorgeworfen, nach einer Gewahrsamnahme zwei Polizisten getreten zu haben, als ich bereits gefesselt im Gefangenenbus saß«, sagte Christoph L. der Jungle World. Am Mittwoch vergangener Woche wurde er zu 30 Tagen auf Bewährung verurteilt.

Der Kopenhagener Anwalt Aage Kramp hat mehrere Personen vertreten, die bei den Protesten gegen die Kopenhagener Klimakonferenz festgenommen wurden. Die Jungle World sprach mit ihm über die juristischen Nachspiele zum Uno-Klimagipfel und über das Vorgehen der dänischen Polizei.

Wie hat sich Ihr Alltag als Anwalt während des Klimagipfels im Dezember verändert?

Der Gipfel hat sich stark auf den Gerichtsalltag, die Arbeit der Staatsanwaltschaft, der Polizei und auch der gesamten Anwaltschaft ausgewirkt. Am Kopenhagener Gericht durften zwei Wochen lang keine anderen Prozesse stattfinden. Die Staatsanwaltschaften und Gerichte hatten 24-Stunden-Bereitschaftsdienst. Sie sollten ermöglichen, dass dort 1 000 bis 2 000 Fälle innerhalb weniger Tage bearbeitet werden können. Für den Gipfel war auch eigens eine Liste mit 80 Anwältinnen und Anwälten erstellt worden, die für Pflichtverteidigungen in Bereitschaft stehen mussten. Ich war aber nicht auf dieser Liste und hatte mich auf eine ruhige Woche eingestellt.

Anthony Arrabal: Der Rechtsstaat verliert – gegen die Richter

Schockiert verließen die Zuschauer_innen gestern nach vier Stunden den Prozess. Gleich in mehrerlei Hinsicht nahm die Berufungsverhandlung von Anthony Arrabal in zweiter und damit letzter Instanz völlig unerwartete Wendungen: A. wurde zur selben Strafe verurteilt wie bereits durch das Kopenhagener Amtsgericht: drei Monate Haft wegen Steinwurfs und “Angabe einer falschen Identität”. Außerdem wurde aufgrund der Tatsache, dass A. französischer Staatsangehöriger ist, eine zusätzliche Strafe ausgesprochen: sofortige Deportation nach Frankreich am heutigen Freitag. Der Vollzug der Entscheidung ist noch nicht bestätigt. Allerdings wurde A. gleich am Ende des Prozesses durch 4 Beamte der Ausländerpolizei abgeführt, die in zivil das Prozessende auf den Zuschauerplätzen abgewartet hatten.

Costs for securing G8, G20 summits up extra $179 million

OTTAWA — The federal government is expected to rack up $179.4 million in unforeseen costs to plan and prepare security for this summer's G8 and G20 summits, newly tabled documents reveal.

Canada was originally just supposed to host one meeting this summer, of the G8 leaders in the cottage-country town of Huntsville, Ont., north of Toronto.

But the federal government decided to expand the summit to include the G20 countries after it became clear that organization had become the dominant forum for dealing with the financial crisis and other economic issues.

The G20 summit will be held June 26-7 at the Metro Toronto Convention Centre, a stone's throw from the CN Tower. The G8 summit will still be held in Huntsville before the larger G20 event.

Toronto plans G-20 Summit, learns lessons from summits passed

Toronto officials, who are preparing to host the G-20 Summit this summer, said they hope they can learn from Pittsburgh’s experiences last fall.

Adam Vaughan, a representative for Ward 20, the part of Toronto that will host the Summit, said in a letter to his constituents that he wonders whether the city is prepared for the foreign dignitaries and protesters who will come to the city for the June 26-27 Summit.

“Summits such as this in Quebec City and Seattle have presented serious challenges to host cities,” Vaughan wrote in the letter, published by Canwest News Service. “Anti-terrorism precautions, crowd control and the reality that these meetings usually draw large numbers of protesters, will mean that much of the ward will be severely impacted by security initiatives.”

Downtown to become a fortress for G20 summit Security perimeters will be created around convention centre

In four months, Steve Bovair’s downtown neighbourhood will be transformed from cosmopolitan high life to a barricaded no-man’s land.

On a normal day, the network engineer can look outside his 17th-floor window to find a typical urban scene. Cars drift through his intersection at Lower Simcoe St. and Bremner Blvd. Customers dash into take-out restaurants and convenience stores at the base of his building. Construction workers pound away at the beginnings of a new condo tower across the road.

But on June 26, the scene outside his window will resemble an urban combat zone: razor-wire fences lining the streets, helicopters clattering overhead and — potentially, at least — throngs of screaming protestors confronting police officers in riot gear.

G8/G20: Gearing up for the biggest security event in Canadian history

Surpassing the Vancouver Olympics, the Pope’s visit to Toronto and even the volatile Summit of the Americas in Quebec City, officials said yesterday the G8 and G20 summits this summer will be the largest security event in Canadian history.

The federal government announced last week it would host the G20 at the Metro Toronto Convention Centre June 26-27, despite the city’s expressed wishes that it be at Exhibition Place. It will be preceded by the G8 in Huntsville, Ont.

In the 2001 Summit of the Americas in Quebec City, a three-metre concrete and wire fence encased a security zone around the meeting site, which included parliamentary and residential buildings. A blueprint of Toronto’s security perimeter has not been divulged, but there is already a glimpse of the force being amassed to protect those coming to and living in Toronto: the federal government’s “Integrated Security Unit” will include Toronto police, RCMP, the OPP, the Canadian Forces and Peel Region Police.

Olympics, G8 stretch military staff thin

With more than 4,000 Canadian Forces personnel assigned to Olympic security and preparations under way for a G8 summit in Ontario, the military doesn’t expect its staff to get much of a rest until later in the summer, according to Defence Department documents.

Although much of the recent focus has been on the Afghanistan mission and Olympic security, the G8 summit, scheduled for late June in Huntsville, Ont., is also draining military resources.

“G8 has potential to cause problems,” noted a military briefing about the impact of the Olympics security detail and the Afghan mission in 2010.

Demonstrations a greater security threat than terrorism: CSIS

VANCOUVER—The role the Canadian Forces play in domestic security is not new in Canada but the security plans for the 2010 Olympics demonstrated an intensification of using military strategies to control public dissent.

The Integrated Threat Assessment Centre is a CSIS unit and part of the RCMP’s Joint Intelligence Group (JIG). The Centre initially identified foreign-based terrorism, crime, and domestic protests (in that order of severity) as the most plausible threats during 2010, but later reconfigured their analysis. The ITAC most recently listed international terrorism as a low-level threat and anti-Olympic demonstrations—including anti-globalization and First Nations activists—as the primary threat with a medium level rating.

The conflation of protests and terrorism has steadily increased since the 1999 “Battle of Seattle” and the 9/11 attacks which even further entrenched the notion that militarized strategies were essential in quelling dissent. The deployment of military forces alongside police is part of a “continual flow of technologies that are first developed for the military and later flow into police departments,” Luis Fernandez, author of Policing Dissent: Social Control and the Anti-Globalization Movement, told The Dominion.
